The US-Saudi nuclear agreement signed under the Trump administration marks a major shift in international nonproliferation policy. By potentially allowing Saudi Arabia to enrich uranium and avoid full IAEA inspections, this deal erodes decades of safeguards. Experts warn it could trigger a nuclear arms race in the Middle East, especially given Crown Prince Mohammed bin Salman's stated intent to match any Iranian nuclear capability.
How the Deal Bypasses the Gold Standard
For years, the United States promoted the UAE model as the benchmark for civilian nuclear cooperation: permanent forgoing of enrichment and acceptance of comprehensive IAEA monitoring. The new Saudi agreement abandons that standard. Instead, it grants Riyadh the right to enrich uranium and limits inspector access to only declared facilities, not undeclared sites. This creates a dangerous precedent that Russia or China could replicate in future nuclear deals.

| Provision | UAE Model (Gold Standard) | US-Saudi Deal |
|---|---|---|
| Enrichment rights | Permanently forgo | Allowed (future) |
| IAEA inspections | Full access (including undeclared sites) | Restricted to declared facilities |
| Proliferation risk | Low (no enrichment capability) | High (enrichment possible) |
Regional Fallout and Geopolitical Shifts
The deal comes amid US military strikes on Iran and a broader Middle East destabilization. Gulf states that once relied on the US security umbrella now see that protection as inconsistent—Israel’s 2024 strike on Hamas leaders in Qatar showed the US shield does not extend to all allies. Saudi Arabia’s hedging between Washington, Moscow, and Beijing is accelerating.
- Uranium enrichment could allow Saudi Arabia to produce weapons-grade material within a few years.
- The IAEA loses its ability to verify peaceful use, weakening global nonproliferation norms.
- Iran may accelerate its own nuclear program, citing the double standard.
- Russia and China gain leverage to negotiate similar terms with their partners.
What This Means for International Security
UN Secretary-General António Guterres warned the region is “teetering on the edge of the unimaginable.” The cascade of crises—from Yemen to Gaza to US-Iran hostilities—creates an environment where nuclear brinkmanship becomes a rational choice for threatened states. The $billions in reactor contracts also incentivize the Trump administration to overlook proliferation risks.
FAQ
Can Saudi Arabia build a nuclear bomb under this deal?
Not immediately, but the ability to enrich uranium brings it closer to weapons capability. Inspectors cannot access undeclared sites, making covert enrichment possible.
How does this affect the Iran nuclear situation?
Iran sees the US-Saudi deal as a green light for its own enrichment. The collapse of the JCPOA and now this deal reduce incentives for Tehran to stay within limits.
Will Congress block the agreement?
Congressional approval is not required for executive agreements, but lawmakers could impose sanctions or condition funding. The political climate makes a challenge possible but uncertain.
