The prisoner early release scheme paused by Andy Burnham after victim outcry may still proceed this autumn, raising concerns among probation officers and victims groups. The prime minister ordered an urgent review of plans to release about 6,000 prisoners under the new Sentencing Act, with an initial group of 700 scheduled for September. Officials emphasize the need to minimize public risk, but the prison system remains near capacity, leaving few alternatives.
Why the Prisoner Early Release Scheme Was Paused
The decision to pause followed strong objections from victims' families, including Debbie Adlam, mother of police officer Andrew Harper, whose killers were among those eligible for early release. She described the prospect as "another letdown." Andy Burnham stated, "No prisoners will be let out until we conduct an urgent review and minimize risk to the public."

Impact on Prisons and Public Safety
Without the early release scheme, prisons in England and Wales face capacity issues by November. Officials are considering tweaks to block early release for offenders convicted of crimes against emergency workers or women and girls. The new justice secretary, Alex Norris, emphasized the need for time to get the policy right.
