Andy Burnham, the UK Prime Minister, is relatively unknown in Brussels but that will soon change as the EU-UK summit approaches. EU leaders have already extended congratulations and signaled a desire for stronger ties, but the agenda reveals clear priorities for defence, energy, and economic cooperation. This article breaks down what Brussels wants from Burnham and how it shapes the future of UK-EU relations.
EU Expectations for Defence and Security
The European Commission president, Ursula von der Leyen, emphasized the need for joint security measures, stating that the EU looks forward to strengthening the partnership “for the security of our shared continent.” Defence cooperation is a top priority, especially amid ongoing geopolitical tensions. German Chancellor Friedrich Merz invited Burnham to Berlin, highlighting the “deep connection” between the UK and Germany in these times.

Energy and Economic Agenda
Georg Riekeles, a former adviser on the commission’s Brexit taskforce, noted that the main concern is whether Burnham will be “on the same trajectory” regarding energy cooperation and the positive economic agenda. The EU seeks alignment on renewable energy targets and cross-border trade frameworks. A table below compares the key areas of focus:
| Area | EU Priority | UK Stance (Expected) |
|---|---|---|
| Defence & Security | Joint operations, intelligence sharing | Open to collaboration but cautious on sovereignty |
| Energy | Net-zero transition, shared grids | Aligning with EU goals but maintaining independent policy |
| Trade & Economics | Reduce barriers, regulatory alignment | Seek improved terms without full rejoining |
Key Takeaways from the EU-UK Summit Agenda
- Defence cooperation is the most urgent item, with both sides seeking a stronger joint posture.
- Energy collaboration offers a pathway to rebuild trust after Brexit tensions.
- Economic alignment remains delicate: Burnham must balance EU demands with domestic priorities.
- Burnham’s past remarks on rejoining the EU create both opportunity and risk in negotiations.
Political Context and Challenges
Burnham’s most notable statement on the EU was his wish to see Britain rejoin “in his lifetime,” but during the campaign he stressed that reversing Brexit is not a priority to avoid endless political debate. Michael Jacobs, former adviser to Gordon Brown, described the remark as “from the heart” yet politically astute. EU diplomats view Burnham’s relative anonymity as an advantage, noting that well-known figures are often associated with the divisive Brexit debate.
FAQ
What does the EU want from Andy Burnham?
The EU wants Burnham to commit to stronger defence and security cooperation, align on energy policies, and pursue a positive economic agenda that reduces trade barriers while respecting the UK’s sovereignty.
Is Andy Burnham likely to rejoin the EU?
Burnham has expressed a personal wish for the UK to rejoin the EU eventually, but he has stated that reversing Brexit is not a current priority. The summit will focus on practical cooperation rather than membership.
Why is Burnham unknown in Brussels?
Burnham rose to prominence domestically as Mayor of Greater Manchester and later as Prime Minister, but he was not a key figure in the Brexit negotiations. EU diplomats see this as an opportunity for a fresh start.

As one diplomat noted, being little known can be an advantage—but delivering results will determine his legacy. Stay informed on the latest developments in UK-EU relations by following our coverage.
