Andy Burnham has announced his first Labour cabinet, a move that reshapes the party's leadership with key appointments like John Healey as Chancellor and Shabana Mahmood as Home Secretary. This comprehensive guide breaks down who’s in, who’s out, and what it means for the future of UK governance.
Andy Burnham’s Cabinet: The Surprising Chancellor Pick
John Healey, the former defence secretary, was appointed Chancellor in a surprise move. Healey, 66, brings decades of experience from the Blair, Brown, Miliband, Corbyn, and Starmer eras. His resignation under Starmer over defence funding was a fatal blow to the former PM, and now he will push for a fuller MoD settlement. His shared interest with Burnham in reindustrialisation is a key driver of this choice.

Shabana Mahmood Takes Home Office
Shabana Mahmood was appointed Home Secretary, a role expected to focus on immigration and policing reform. She is a loyal Burnham ally and represents the left wing of the party. Her appointment balances Healey’s centrist profile.
Other Key Appointments
While the full cabinet list is still emerging, early indications show a blend of factions. The table below compares the new roles with previous positions:
| Name | New Role | Previous Role | Faction |
|---|---|---|---|
| John Healey | Chancellor | Defence Secretary (resigned) | Centrist/Blairite |
| Shabana Mahmood | Home Secretary | Shadow Home Secretary | Left/Soft Left |
| Ed Miliband | Environment Secretary | Shadow Environment Secretary | Left |
| Rachel Reeves | Out (former Chancellor) | Chancellor under Starmer | Right/Starmerite |
Key Takeaways from the Cabinet Reshuffle
- Loyalty rewarded: Burnham prioritised allies from his takeover campaign.
- Inclusive rhetoric, exclusive action: While promising a broad church, he purged Starmer loyalists.
- Defence and reindustrialisation: Healey’s appointment signals a shift toward military spending and industrial policy.
- Balance of power: The cabinet mixes centrist and left-wing figures to maintain party unity.
What This Means for UK Policy
The new cabinet is expected to pursue a more interventionist economic agenda, with Healey pushing for higher defence budgets and industrial regeneration. Mahmood’s Home Office will likely focus on progressive immigration reforms and community policing. The removal of Rachel Reeves signals a break from Starmer-era fiscal conservatism.
