Schools adapt teaching to local business needs under a new plan from Andy Burnham, aimed at tackling the youth jobs crisis. The initiative devolves curriculum decisions to local areas, ensuring technical and vocational skills are valued alongside academic qualifications. By moving decision-making to local leaders, the government hopes to reduce the benefits bill and create a more responsive education system.
How the Plan Works
From September 2028, mayors and local leaders will work with schools, colleges, and employers to design technical training built around local jobs. Schools for students aged 14 and above will adjust curriculums to reflect the local job market, teaching skills like engineering, digital technology, and healthcare. The plan, based on the Greater Manchester baccalaureate, aims to “value the hard hat every bit as much as the graduation cap,” Burnham said.

Key Components of the Reform
- Local curriculum control: Mayors and local partnerships determine technical courses for 14-16 year olds.
- Prioritized funding: Technical and vocational qualifications receive dedicated financial support.
- Ofsted recognition: Inspectors will evaluate schools on their vocational offerings as well as academic results.
- Employer involvement: Businesses help shape training to match their workforce needs.
Comparison with Current System
| Current System | Proposed System |
|---|---|
| Centralized curriculum | Local decision-making |
| Focus on academic qualifications | Balance of academic and vocational |
| Limited employer input | Strong employer partnerships |
| One-size-fits-all for 14-16 | Tailored to local job markets |
Why This Matters
Burnham described the current system as “over-simplified” and said it has “let down” students who take non-academic routes. The devolution drive aims to tackle rising youth unemployment by creating a direct pipeline from school to local jobs. The announcement kicks off a week of policy initiatives, including adult social care and defence. Burnham’s team wants to present him as a leader willing to tackle complex issues.
Expected Impact on Youth Employment
By aligning education with local business needs, the plan could reduce the number of young people not in education, employment, or training (NEET). Early estimates suggest a potential 15% drop in youth unemployment in pilot regions. However, critics warn of implementation challenges, including funding disparities and teacher training for technical subjects.
