Burnham's Ukraine gambit marked a symbolic first meeting with Volodymyr Zelenskyy, signaling continuity in UK support while the new prime minister prioritises domestic issues. In just seven days as prime minister, Andy Burnham welcomed the Ukrainian president to Portsmouth naval base, declaring “We are with Ukraine 100%.” This move was intended to reassure allies that Britain’s commitment remains unwavering under new leadership, but it also highlights a deliberate balancing act between international obligations and a promise to focus inward.
The Starmer Legacy: A Foreign-Focused Premiership
Keir Starmer’s tenure was defined by his close ties with Zelenskyy. He visited Ukraine four times in two years and hosted the Ukrainian president in the UK on four occasions. Starmer even received the order of freedom medal for his role leading the coalition of the willing, which helped persuade Donald Trump to re-engage on Ukraine. However, critics dubbed him “never here Keir” amid accusations that he spent too much time abroad, neglecting domestic challenges. Even his own Downing Street team urged him to “get off a plane.”

Burnham’s Domestic-First Agenda
Burnham has always been clear about his priorities: focusing on what happens at home. This approach reflects his political instincts and wariness of repeating Starmer’s mistakes. Yet it has sparked concerns among some Labour figures that he may be unprepared for the global stage. A member of his inner circle noted, “Not many incoming prime ministers, including Keir, have any experience of international affairs. Andy has said his priority will be domestic, but of course there will be moments...”
