Climate Adaptation Gap: Why Andy Burnham Must Act Now 2026

The climate adaptation gap is widening, and Andy Burnham must act fast to avoid a derailment doom loop. Recent unprecedented heatwaves in the UK may have killed thousands of people, while children suffer in overheating schools and NHS trusts strain under record-breaking demand. This crisis extends beyond health, affecting national security with three of Britain’s five worst harvests since 2020 impairing food security.

Understanding the Adaptation Gap

The adaptation gap is the difference between the climate society is built for and the one that exists. For years, government climate-risk advisers have warned of this yawning gap, yet political consequences have been minimal. However, evidence shows this is starting to change, but not in the way we hoped.

Lessons from Spain and the UK

In October 2024, devastating floods hit Spain’s Valencia region, supercharged by climate breakdown. The climate-denying Vox party capitalized on the aftermath, using misinformation to weaponize anger. Similarly, persistent flooding in poorly adapted Wales has been followed by reports of rising support for Reform UK, whose spokesperson denied the flooding was linked to climate breakdown.

Key Takeaways for Policymakers

• Act now to close the adaptation gap before it fuels political extremism.
• Invest in flood defenses and heat-resilient infrastructure.
• Combat misinformation with transparent climate communication.
• Prioritize food security through sustainable agriculture.
