ICE Tracks 54,000 Immigrants via Ankle Monitors: What It Means 2026

The US Immigration and Customs Enforcement (ICE) is now tracking nearly 54,000 immigrants through GPS-enabled ankle monitors, a dramatic surge from just 17,000 early last year. This expansion, revealed by private prison corporation The Geo Group, signals a major shift in immigration surveillance tactics with significant cost and privacy implications.

Why ICE Expanded Ankle Monitor Surveillance

ICE's intensive supervision appearance program (ISAP) currently enrolls about 184,000 immigrants, but the mix of monitoring methods has changed drastically. According to a memo obtained by the Washington Post, ICE directed agents in June 2025 to move more participants to ankle monitors, a policy advocates call “ankle monitors for all.” This shift prioritizes real-time GPS tracking over less invasive methods like phone check-ins.

The Role of The Geo Group and BI Inc

The Geo Group, which owns BI Inc, the company running ISAP, reported these numbers in its earnings call. CEO George Zoley noted that this technology mix shift will continue to increase revenues even if overall participation stays flat. Ankle monitors cost ICE a little more than $2 per day per monitor, compared to $0.96 for the SmartLink app, which uses facial recognition and location tracking on smartphones.

Cost and Revenue Implications of GPS Monitoring

The financial impact is substantial. With 54,000 monitors at over $2 daily, ICE spends roughly $108,000 per day on ankle monitors alone. Meanwhile, over 127,000 immigrants use SmartLink at a lower cost. This revenue boost for Geo Group raises questions about profit motives in immigration enforcement.

Legal and Privacy Concerns

A new class-action lawsuit filed against ICE in June alleges this policy “imposes continuous, real-time GPS monitoring without individualized justifications.” Immigration advocacy groups argue that blanket ankle monitoring violates privacy rights and due process. The lawsuit highlights the lack of individualized risk assessments before applying the highest level of surveillance.

Key Takeaways

• Ankle monitor usage tripled from 17,000 to nearly 54,000 in about 18 months.
• Geo Group profits rise as ICE shifts to costlier monitoring methods.
• Legal challenges question the constitutionality of mass GPS tracking without justification.
• SmartLink remains a cheaper alternative but is being deprioritized.

What This Means for Immigrants and Policy

For immigrants in ISAP, the shift means constant location tracking, which can affect employment, family life, and mental health. The policy also raises broader questions about surveillance technology in immigration enforcement. As the lawsuit progresses, watch for potential changes to ICE directives and monitoring standards.
