Royal Mail has announced a sharp price hike of up to 33% for its wholesale postal service, delivering a multimillion-pound blow to the NHS and other large organizations. The increase, averaging 25% from 5 October, will significantly raise costs for bulk mail customers including banks, utility companies, and government bodies like HMRC.
Why Is Royal Mail Raising Bulk Mail Prices?
The decision stems from declining letter volumes as businesses shift to digital communications. Royal Mail’s letter volumes continue to fall, raising the per-unit cost of maintaining the UK’s nationwide postal network, which employs 130,000 people. In a letter to customers, Richard Travers, managing director for wholesale letters, cited rising fuel and labour costs as key factors.

“The financial challenge of maintaining the UK’s nationwide postal network supported by 130,000 colleagues remains significant,” Travers wrote. The price increases are described as “necessary to ensure prices more accurately reflect the cost of providing a reliable, nationwide postal service.”
Impact on the NHS and Other Organizations
The NHS spent at least £100 million on postage in 2024. With the new tariffs, the healthcare system could face several million pounds in additional costs annually. Bulk mail intermediaries like UK Mail, Whistl, and Citipost, which handle mail for the NHS and HMRC, will absorb the increases and likely pass them on.
| Customer Type | Estimated Annual Spend (2024) | Potential Added Cost (25% avg. increase) |
|---|---|---|
| NHS | £100 million | £25 million |
| HMRC | £50 million | £12.5 million |
| Large Banks | £200 million | £50 million |

How to Mitigate the Impact of Royal Mail’s Price Hike

Negotiating longer-term contracts or consolidating mail volumes with a single intermediary may also yield better rates. For time-sensitive communications, switching to email or secure portals can reduce dependency on physical letters.
