Shabana Mahmood has emerged as the frontrunner to become Andy Burnham’s chancellor, marking a pivotal shift in UK political strategy. Senior Labour figures confirm the home secretary is expected to move to the Treasury, ending weeks of speculation.
Who Will Be Burnham’s Chancellor?
The race for the Treasury role has divided Burnham’s allies. While Ed Miliband was initially considered, concerns over market stability and business confidence have tipped the scales toward Mahmood. Sources say Miliband could instead be appointed Foreign Secretary, with added responsibilities as first secretary of state.

Louise Haigh, one of Burnham’s closest allies, reportedly expressed reservations about Miliband’s appointment. The decision is expected to be finalized after Burnham enters No 10 on Monday.
Key Factors in the Decision
- Market stability: Business leaders and unions opposed Miliband’s appointment, fearing economic uncertainty.
- Electoral risk: Miliband’s 2015 general election defeat makes him a risky choice for the second most powerful government role.
- Cabinet balance: Mahmood offers a unifying figure with strong credentials in home affairs and fiscal policy.
