Andy Burnham welcomed Volodymyr Zelenskyy to Portsmouth just seven days into his premiership, signaling that UK support for Ukraine remains unwavering under new leadership. The symbolic meeting at a naval base underscored Burnham’s commitment to honoring all prior pledges, even as he shifts focus toward domestic priorities.
Burnham’s First International Visitor: Zelenskyy
The new prime minister told the Ukrainian president it was “no accident” he was the first world leader invited to No 10. “We are with Ukraine 100%, I am personally with you 100%, and I will honour every commitment this country has made to Ukraine in full,” Burnham stated. This clear message aims to reassure allies that the change in government will not alter the UK’s stance on the conflict.

Former PM Keir Starmer had built a close relationship with Zelenskyy, visiting Ukraine four times during his two-year term and hosting the Ukrainian leader on four occasions. Starmer’s final week in office included a trip to Kyiv to receive the Order of Freedom medal for leading the coalition of the willing and persuading Donald Trump to remain engaged on Ukraine after Trump flirted with siding with Putin.
Domestic vs. International Focus
Starmer faced persistent criticism for spending too much time abroad, with detractors dubbing him “never here Keir.” Even his own Downing Street team urged him to “get off a plane.” Burnham, by contrast, has always emphasized domestic priorities, reflecting both his political instincts and a desire to avoid the same trap.
However, this inward-looking approach has raised concerns among some Labour members that Burnham may be unprepared for global challenges. A member of his inner circle noted, “Not many incoming prime ministers, including Keir, have any experience of international affairs. Andy has said his priority will be domestic, but of course there will be moments.”
Key Differences Between Starmer and Burnham
| Aspect | Keir Starmer | Andy Burnham |
|---|---|---|
| International visits (first 2 years) | 4 to Ukraine, plus multiple summits | 1 (Zelenskyy visit) |
| Domestic policy emphasis | Criticized as weak | Central to platform |
| Public perception | “Never here Keir” | Focused on home issues |
What This Means for Ukraine and the UK
The meeting in Portsmouth was carefully choreographed to send a dual message: the UK remains a steadfast ally of Ukraine, but the new administration will not neglect domestic challenges. Burnham’s team is working to balance international obligations with pressing home issues such as the NHS, cost of living, and housing.
- Symbolic continuity: Zelenskyy’s visit reassures Ukraine that military and financial aid will continue.
- Domestic shift: Burnham plans to reduce foreign travel and focus on domestic reforms.
- Party concerns: Some Labour figures worry about inexperience on the global stage.
