The Stonegate pub and bar chain is under investigation by the pubs code adjudicator (PCA) over concerns about unfair treatment of landlords who run more than 3,000 of its venues. Britain’s biggest chain of bars and pubs, which owns brands like Slug & Lettuce and Be At One, could face fines up to 1% of revenue—more than £16 million—if found to have breached the pubs code. This legislation governs how pub-owning companies treat their tied tenants, who lease premises in exchange for reduced rents and other benefits.
What the Investigation Covers
The PCA has reasonable grounds to suspect Stonegate violated provisions of the pubs code, which applies to its tenanted and leased pubs—over 3,000 venues. The investigation does not cover managed brands like Walkabout or Be At One. Key allegations include failure to provide accurate information about required repairs, which could impact publicans’ ability to run businesses profitably. Additionally, Stonegate is being probed for potential miscalculations of rent demands based on profit forecasts, specifically whether it provided realistic and evidenced financial forecasts.

Business Development Manager Conduct
The conduct of Stonegate’s business development managers, who liaise between the company and tenants, is also under scrutiny. Concerns include whether they treated tenants fairly and properly recorded interactions. The PCA is also examining whether it received all required information from Stonegate about alleged breaches.
