Andy Burnham is considering radical plans that could cut household energy bills by £130 a year and make running a heat pump cheaper than a gas boiler. The proposed reforms, drawn up by the thinktank Nesta, would change how household gas is charged and remove policy levies from bills, costing taxpayers £3.2bn annually but delivering immediate relief to millions of UK households.
How the Energy Bill Reduction Plan Works
The core of the proposal involves shifting costs from electricity to gas, making clean heating options like heat pumps more affordable. Currently, legacy policy costs are heavily loaded onto electricity bills, artificially inflating the price of green technology. By reforming the gas standing charge and cutting targeted tariffs, the government can save the average household £130 per year.

Data Comparison: Current vs. Proposed Energy Costs
| Cost Factor | Current System | Proposed Reform |
|---|---|---|
| Average annual bill | £1,800 | £1,670 |
| Heat pump running cost vs. gas boiler | More expensive | Cheaper |
| Policy levies on electricity | High | Reduced |
| Gas standing charge | Fixed | Reformed |
Political Context and Green Credentials
Speeding up the adoption of heat pumps would bolster Andy Burnham's green credentials, which have faced scrutiny since he reportedly rejected Ed Miliband as chancellor. Burnham has not finalized his top team, expected to be announced Monday. The Nesta proposal also suggests wiping out consumer electricity debts at a one-off cost of £2.7bn, providing debt relief for about 2 million households.
Expert Opinion on the Energy Reforms
Andrew Sissons, director of Nesta's sustainable future project, stated: "For years, legacy policy costs have been loaded on to electricity bills, making clean heating options artificially expensive. By combining a zero-taxpayer-cost reform of the gas standing charge with targeted tariff cuts, the government can deliver around £130 a year in immediate financial relief."
