The Puerto Rico water crisis has intensified as residents protest for reliable access to water, while Governor Jenniffer González-Colón faces criticism for her handling of the situation. For over a year, many in San Juan have endured inconsistent service, forcing them to stockpile water and alter daily routines.
Residents Struggle with Water Insecurity
Dhara Rivera de Jesús keeps at least 30 large water containers in her home, filling them whenever water returns—sometimes only for a few hours every few days. Water insecurity has affected her ability to work and maintain a normal routine, as she spends more time and money buying water and prepared food. This is a daily reality for many Puerto Ricans.

Drought and Emergency Declaration
This summer, water levels in key dams fell below thresholds needed to supply about half a million residents, leading to a severe drought. Governor González-Colón declared a state of emergency, but residents had already been grappling with water issues for months due to ageing infrastructure and government mismanagement.
Government Mismanagement and Controversial Development
The water crisis has amplified frustrations over the government's lack of solutions. For example, the planned luxury development Esencia is expected to consume over a million gallons of water on the south-western tip, where residents already face intermittent service. Activists argue that the government could redirect resources to fix infrastructure instead of supporting such projects.
Comparison of Water Access Challenges
| Area | Average Daily Water Access (hours) | Main Issues |
|---|---|---|
| San Juan | 4-6 | Ageing pipes, mismanagement |
| South-western region | 2-4 | Drought, luxury development |
| Rural areas | 1-3 | Neglect, lack of investment |
