The Independent Broad-based Anti-corruption Commission (IBAC) has charged two Victorian police officers after an alleged assault involving a Taser and knee strikes on an Indigenous man during an arrest in Melbourne’s east last August. The charges highlight ongoing concerns about police use of force and accountability.
Details of the Charges
IBAC’s investigation, codenamed Operation Ginkgo, revealed that a Senior Constable allegedly struck the man in the head multiple times with a Taser, leading to a charge of aggravated assault with a weapon. A Sergeant also allegedly struck the man with a knee, resulting in a charge of unlawful assault.

Both officers are scheduled to appear before the Ringwood Magistrates Court on 11 September. Despite the serious nature of the charges, Victoria Police confirmed that the officers remain on duty, which has sparked public debate about police accountability.
IBAC’s Focus on Police Misconduct
IBAC’s Focused Police Complaints Team (FPCT) is dedicated to investigating serious allegations of misconduct, particularly against communities at higher risk, including First Nations people. This case underscores the importance of independent oversight in maintaining public trust.
According to IBAC, the FPCT has increased the number of complaints investigated, yet data from March shows that only 2% of all police complaints received last year were investigated. This statistic raises questions about the effectiveness of complaint handling.
Comparison of Police Accountability Measures
| Aspect | IBAC Investigation | General Police Complaints |
|---|---|---|
| Focus | Serious misconduct, high-risk communities | All complaints |
