Andy Burnham claimed to be a localist upon taking office, but his first week reveals him acting as mayor of everywhere, centralizing power rather than devolving it. This contradiction undermines his promise to put local communities first and raises questions about true devolution in the UK.
The Gap Between Rhetoric and Reality
Burnham’s early moves include gatecrashing a Westminster rough-sleeping centre, capping bus fares, cutting pub business rates, building social houses, and proposing a national care service. These are all functions that, in most European countries, are handled locally – not by central government. Yet Burnham seems to believe he must oversee them from Manchester.

Local Issues Require Local Solutions
Rough sleeping, for instance, is intensely local. The “cardboard city” near Waterloo was managed by volunteers dealing with individuals released from army, prison, or mental health institutions – all central government failures. Today, 15,000–18,000 people are homeless in the UK, most concentrated in London and southern England. Burnham’s promise of 1,200 social houses and £340 m in funding won’t reach them because the problem requires personalized help from local officials, not distant bureaucrats.
Comparison: Burnham’s Promises vs. Actions
| Promise | Action | Localist? |
|---|---|---|
| Devolve power to communities | Centralized policy on homelessness, buses, housing | No |
| Support local businesses | Capped pub rates, but also threatens private landlords with eviction controls | Mixed |
| End rough sleeping | Top-down spending without local coordination | No |
Why This Matters for Local Democracy
Burnham’s approach mirrors Keir Starmer’s earlier stance: pushing private landlords into selling properties through heavy regulations. The likely result is that thousands of cheap city-centre flats will leave the market, worsening the housing crisis. True localism means trusting councils and volunteers, not imposing one-size-fits-all solutions from above.
Key Takeaways
- Burnham’s first week contradicts his localist brand by centralizing control over homelessness, transport, and housing.
- Local issues like rough sleeping are best handled by local officials and volunteers, not remote bureaucrats.
- Heavy regulations on private landlords could reduce the supply of affordable rentals.
- Other European countries – like France and Italy – leave these functions to local governments.
FAQ
What is Andy Burnham’s localism policy?
Burnham promised to devolve power from central government to local communities, but his actions show he wants to control policies like homelessness, bus fares, and social housing from Manchester.
How does Burnham’s approach affect rough sleepers?
His centralized spending and eviction controls may not help the 15,000+ rough sleepers who need personalized local support. Many are victims of central government policies, not local inaction.
What could be the consequences of Burnham’s housing regulations?
By pushing private landlords to sell through eviction controls, the supply of affordable city-centre flats could shrink, making the housing crisis worse.
Burnham’s first week has exposed the gap between his rhetoric and reality. For local democracy to thrive, leaders must trust communities – not act as mayor of everywhere.
