Lobbying firm CT Group secretly paid journalists to produce favorable articles for its clients, sparking condemnation as an attack on democracy. This practice, uncovered by a four-month Guardian investigation, has led to calls for stricter lobbying regulations and full disclosure of payments.
What the Investigation Revealed
Reporters from the Guardian posed as lobbyists and recorded CT Group representatives offering cash incentives to place apparently independent stories in newspapers. In one instance, lobbyists offered hundreds of pounds for a property industry client, demanding editorial control in return. The firm’s co-founder, Lynton Crosby, is a well-known campaign strategist who worked for David Cameron and Boris Johnson.

Reactions from Experts
Alastair McCapra, CEO of the Chartered Institute of Public Relations, called the practice an “attack on the ethics of journalism, public relations, and democracy.” He noted that anyone can practice PR in the UK without belonging to a professional body. Jemimah Steinfeld of Index on Censorship described the behavior as “shortsighted and frankly dangerous,” urging an internal investigation.
Comparison of Lobbying Regulations
| Country | Lobbying Register Required | Penalties for Undisclosed Payments |
|---|---|---|
| United Kingdom | Voluntary (no statutory register for all lobbyists) | Limited – no specific law against paying journalists |
| United States | Mandatory registration under Lobbying Disclosure Act | Fines up to $200,000 and potential imprisonment |
| Canada | Mandatory registration with Commissioner of Lobbying | Fines up to $25,000 and prohibition from lobbying |
The UK’s lack of a mandatory register allows firms like CT Group to operate with minimal oversight. Transparency International UK’s Steve Goodrich warned that secret payments “undermine the integrity of the press.”
Key Takeaways
- CT Group paid journalists to publish client-friendly articles without disclosure.
