UK Foreign Secretary Ed Miliband Pledges Israel Policy Reset 2026

Ed Miliband, the UK's new foreign secretary, has promised a comprehensive reset of UK policy toward Israel, focusing on preventing British companies from aiding West Bank settlement construction. In his first Commons address as foreign secretary, Miliband condemned Israel's E1 plan as a "red line" that threatens the viability of a Palestinian state. This pledge marks a significant shift in UK diplomacy and could reshape international pressure on Israel.

Miliband's Stance on West Bank Settlements

Miliband stated that the UK will no longer "acquiesce in the destruction of the two-state solution." He criticized the E1 plan, which involves building thousands of homes between East Jerusalem and Ma'ale Adumim, as a project that would "cut through the heart of the West Bank." The government intends to introduce measures to prevent UK companies from participating in such projects, citing international law and the need to preserve peace prospects.

Background of the E1 Plan and UK Pressure

Israel recently issued tenders for about a third of the 3,400 homes planned under E1, escalating tensions. For weeks, ministers faced pressure to impose stricter sanctions on Israel, particularly regarding this project. A group of former British diplomats urged the government in May to threaten action against companies bidding on illegal settlements "designed to divide the West Bank in two." Miliband's announcement responds to these calls, signaling a more assertive UK role in the region.

Potential Measures and Implications

While Miliband did not detail specific actions, he promised a "comprehensive set of measures" in the coming weeks. These may include sanctions on individuals or entities involved in settlement construction, stricter export controls, or diplomatic démarches. The reset could also affect UK-Israel trade relations, which are currently robust. Analysts suggest that such measures might strain bilateral ties but could strengthen the UK's moral standing in the international community.
