China's Xi Jinping anti-corruption purge has escalated with the expulsion of Politburo member Ma Xingrui, the third senior official removed since 2022. This latest crackdown signals that even top civilian leaders are not immune to scrutiny in Xi's campaign to consolidate power.
Who Is Ma Xingrui and Why Was He Purged?
Ma Xingrui, former Communist party secretary for Xinjiang, was expelled on Tuesday for alleged corruption, abuse of power, and trading political favors for sex. He is the first civilian Politburo member purged in this wave, following military officials Zhang Youxia and He Weidong removed in January and October 2024 respectively.

Historical Context: The Gang of Four Parallel
Joseph Torigian, a historian of Chinese elite politics at American University, noted this purge is unprecedented since the 1976 arrest of the Gang of Four. "This is the only civilian within the politburo that’s been purged," he said. The comparison underscores the severity of Xi's anti-corruption campaign.
| Purged Official | Date Removed | Background |
|---|---|---|
| Ma Xingrui | March 2025 | Civilian, former Xinjiang party secretary |
| Zhang Youxia | January 2025 | Military official |
| He Weidong | October 2024 | Military official |
What This Means for China's Leadership
Xi Jinping aims to send a clear message: even Politburo members can be touched by the crackdown. Christopher Nye of the Jamestown Foundation noted the official announcement contained very little detail, raising questions about transparency. This purge consolidates Xi's power while unsettling the party elite.
Implications for Investors and Observers
Businesses operating in China should monitor leadership stability closely. The anti-corruption campaign may create short-term uncertainty but reinforces Xi's control over the party. Analysts expect further purges as Xi prepares for a potential third term.
