Air conditioning for all new UK homes could soon become a legal requirement under Liberal Democrat proposals to tackle the climate crisis. The party warns that British homes are dangerously ill-equipped for rising temperatures, with passive cooling measures and active systems needed to protect residents, especially the elderly and those in poor health.
Why air conditioning is becoming essential in UK homes
Recent heatwaves have pushed UK temperatures above 30°C, with London forecast to reach 32°C (90°F) this week. The UK Health Protection Agency issued a yellow alert for high temperatures across southern and central England. According to industry estimates, the number of UK homes with air conditioning has doubled in the past three years, yet only about 4 million of over 30 million homes currently have any cooling system.

The Liberal Democrats’ “climate ready” programme would mandate air conditioning or an equivalent cooling system in all new builds. The party also wants essential public buildings such as schools and health facilities to be required to have cooling. Tim Farron, the party’s environment spokesperson, stated: “This latest set of relentless heatwaves has taught us that Britain is woefully unprepared for extreme heat.”
Current cooling options: Fans vs. air conditioning
Many households rely on fans, but they are less effective during prolonged heat events. Below is a comparison of common cooling methods:
| Cooling Method | Initial Cost | Running Cost | Effectiveness |
|---|---|---|---|
| Standing fan | £20–£60 | Low (~3p/hour) | Moderate (only circulates air) |
| Portable air conditioner | £200–£600 | Medium (~40p/hour) | High (cools a single room) |
| Central air conditioning (new build) | £1,500–£4,000 | Medium (~30p/hour per room) | Very high (whole house) |
Climate crisis and the need for passive cooling
The Lib Dems also stress that passive cooling measures, such as planting more trees in residential areas and improving insulation, are necessary complements to air conditioning. This summer, England has seen only 5% of average rainfall in July, with the south receiving just 1%, leading to droughts and wildfires. As temperatures rise, proactive adaptation becomes critical.
Key takeaways from the Liberal Democrat proposal
- All new UK homes must include air conditioning or an equivalent cooling system by law.
- Essential public buildings (schools, hospitals) must also be air-conditioned.
- Passive measures like tree planting and improved building design are equally important.
- The plan targets protection for older people and those with health conditions.
- Recent polling shows 28% of people bought fans or AC units during heatwaves, and 26% felt unwell due to heat.
What this means for homeowners and developers
If enacted, the mandate would increase upfront costs for new homes but could reduce future health and energy costs. Developers would need to integrate cooling systems during construction, potentially raising property prices slightly. However, the long-term benefits of safer, more comfortable homes outweigh the initial investment.
FAQ
Will my existing home need air conditioning under this plan?
No, the proposal only applies to new builds. Existing homes are encouraged to adopt cooling measures but are not legally required.
How much would air conditioning increase the cost of a new home?
Industry estimates suggest adding central air conditioning to a new build costs between £1,500 and £4,000, which is a small fraction of the total construction cost.
Is air conditioning bad for the environment?
Modern units are far more energy-efficient than older models. Using renewable energy sources and proper insulation can minimise environmental impact. The Lib Dems also advocate for passive cooling to reduce overall energy demand.
The Liberal Democrat proposal reflects a growing recognition that air conditioning is no longer a luxury in the UK but a necessary adaptation to a warming climate. With heatwaves becoming more frequent and intense, ensuring new homes are built with cooling systems could save lives and reduce strain on healthcare services.
