Instructions:

Buy a barrel. Hopefully, your supplier will cut the barrel for you. This will save you a lot of time, energy and headaches.

Make it nice: I removed the steel bands for this, however, it probably would have been just as easy to leave them on.

Then I used oil and rubbed bronze paint to repaint the steel bands and then reattached them. I replaced the screws with new bolts.

Create the base: Creating the arches for the base was probably the most difficult part of this project. There are a couple of good videos that demonstrate this quite well. The image shows how a ruler was used to create the half circle for the base. Basically, divide the width of the barrel from where you want the base in half.

Next, add a bottom board to support the base and runner.

The top: Use three-quarter-inch oak paneling. Glue, and use a pocket hole template to secure them from the bottom.

Then use two support keys.

Frame: Use oak 1x4s to create a frame for the top to rest on. Use some corner brackets on the bottom to make sure it doesn't break if someone tried to lift the table. You can see that in the photos.
