Elon Musk's X has become the latest major US social media company to block the accounts of Saudi Arabian dissidents so they are no longer visible inside the kingdom, following orders from Saudi authorities. This move raises critical questions about global social media censorship and the balance between local laws and user rights.

Background: Saudi Dissident Account Blocks

Earlier this year, the Guardian reported that platforms including Snapchat and Meta's Facebook and Instagram had blocked dissidents' accounts over allegations by Saudi authorities that they were violating local law. At the time, X, formerly Twitter, said it had notified users that it had not taken any action following requests by Saudi authorities, and it "strongly believes in defending and respecting the voice of our users."

However, since mid-July more than 60 accounts on the platform have been made unavailable in Saudi Arabia through geoblocking, which prevents users inside the kingdom from viewing the content, according to the London-based human rights organisation ALQST.

Who Is Affected by the X Geoblocking?

Those affected include Yahya Assiri, a Saudi human rights activist who runs ALQST, and Abdullah Alaoudh, a US-based activist and vocal critic of Saudi human rights violations. Others affected include exiled activists, Saudi academics, and independent media.

Alaoudh, a senior policy adviser for Gulf issues at the American Committee for Middle East Rights, said: "I think it's horrible because we were fighting tyrants back home and now we're fighting tyrants and their cronies here where we are in exile. It's censorship – and what's even worse is that they did not say we violated X's rules or Meta's rules."

How X's Compliance Works

Account holders received emails from X informing them that their content had been withheld in the kingdom "in order to comply with X's obligations under Saudi Arabia's local laws." A Saudi decree attached to the letters and seen by the Guardian said the accounts had transmitted material that "infringes on public order, religious values, public morals or the sanctity of private life."

This is a stark shift from X's earlier stance, and it highlights the tension between platform governance and national sovereignty.

Comparison: X vs. Other Platforms

Platform Action Taken Reason Cited
X (Twitter) Geoblocking accounts in Saudi Arabia Compliance with local laws
Meta (Facebook/Instagram) Blocked dissident accounts Alleged violation of local law
Snapchat Blocked dissident accounts Alleged violation of local law

Key Takeaways for Social Media Users

  • Geoblocking is a tool used by platforms to restrict content by region, often to comply with local regulations.
  • Even companies that champion free speech may cave to government pressure when operating in authoritarian contexts.
  • Users affected by such blocks have limited recourse, as platforms rarely disclose full details.
  • Human rights groups like ALQST continue to document these censorship cases.

Implications for Free Speech

The decision by X to block these accounts marks a significant precedent. It suggests that even the most vocal advocates of free expression may prioritize legal compliance over user voice. For exiled activists, this feels like an extension of the repression they fled.

As social media platforms expand globally, they face increasing pressure from governments to censor content. This case underscores the need for transparent policies and clear communication with users when their content is restricted.

FAQ

Why did X block Saudi dissident accounts?

X blocked the accounts to comply with Saudi Arabia's local laws, which prohibit content that allegedly infringes on public order, religious values, or public morals.

What is geoblocking on social media?

Geoblocking is a technology that restricts access to content based on the user's geographic location. In this case, X made the dissidents' accounts invisible to users in Saudi Arabia.

Can users bypass X's geoblocking?

While some users may use VPNs to bypass geoblocking, this violates platform terms of service and may be illegal in some jurisdictions. The block is designed to be effective within the country.
