Ukraine's prosecutor general, Ruslan Kravchenko, has resigned amid corruption accusations that have plunged Kyiv into new political turmoil. The resignation follows weekend raids by anti-corruption officers investigating an illegal call centre money-laundering scheme linked to his office. Kravchenko denies any wrongdoing, calling the allegations "completely unsubstantiated."
The National Anti-Corruption Bureau (NABU) and Specialised Anti-Corruption Prosecutor's Office (SAPO) announced on Saturday that they had uncovered a money-laundering scheme "led by an official in the prosecutor general's office." Investigators allege a corrupt network received payments to protect call centres that conducted phone scams, laundering millions of dollars. NABU released images of a safe filled with dollar bills, stating it had identified five members of the scheme, though no names were disclosed. A deputy of Kravchenko has been remanded in custody on suspicion of money laundering.

Political Fallout in Kyiv
The resignation adds to the political instability facing President Volodymyr Zelenskyy in 2025, who earlier faced protests that forced him to reverse efforts to make NABU and SAPO subordinate to the national prosecutor's office. This new scandal undermines public trust in the government's anti-corruption commitments, a key condition for Ukraine's EU and NATO aspirations.
According to the Swiss-based Global Initiative Against Transnational Crime (GI-TOC), illegal call centres employ about 60,000 people in Ukraine, generating significant illicit revenue. The crackdown signals a potential shift in enforcement, but critics question the timing and depth of the investigations.
Comparison of Anti-Corruption Agencies
| Agency | Role | Independence |
|---|---|---|
| NABU | Investigates high-level corruption | Independent (since 2015) |
| SAPO | Prosecutes corruption cases | Independent (since 2015) |
| Prosecutor General's Office | General prosecution and oversight | Under executive influence |
What Led to the Resignation?
Kravchenko, appointed in 2024, faced mounting pressure after the raids. In a statement on Monday, he said, "I have submitted my resignation as prosecutor general. I do not want the office to be a subject of political manipulation." His resignation was accepted by the parliament, though he maintains his innocence.
The case highlights the persistent challenge of corruption in Ukraine, despite reforms. The call centre scheme reportedly involved protecting operations that defrauded victims across Europe, with proceeds laundered through real estate and cryptocurrency.
