The chief executive of British Airways, Sean Doyle, has issued a stark warning that the United Kingdom's high aviation taxes and fragmented, expensive rail system are actively hindering economic growth and deterring millions of potential tourists. Speaking at the International Air Transport Association (IATA) annual meeting in Rio de Janeiro, Doyle argued that the UK is falling behind global competitors like France, Spain, and Japan in attracting inbound visitors due to prohibitive travel costs. He emphasized that the government's ambitious target of welcoming 50 million international tourists annually by 2030 is unattainable without a fundamental rethink of travel affordability.

Doyle specifically pointed to the recent 15% increase in Air Passenger Duty (APD), which now costs passengers £8 on domestic flights, £15 for European departures, and up to £253 for premium economy seats on long-haul routes. For a family of five, these charges represent a significant financial penalty compared to similar taxes in other European nations. "What's the biggest challenge in the country at the minute? It's growth," Doyle stated. "And what should policy be doing? It should be unblocking growth. If you want to promote tourism and aviation, the last thing you do to encourage that expansion is put the cost of it up."

The Impact of High Travel Costs on UK Tourism

The UK currently receives approximately 40 million international visitors per year, but the government has set a target of 50 million by 2030. Doyle warned that unless the affordability issue is addressed, this goal will remain out of reach. He noted that France and Spain have "absolutely shot past" the UK in tourism recovery and growth, largely because their travel costs are lower. Surveys consistently show that cost is a primary factor for tourists when choosing a destination, placing the UK at a distinct disadvantage.

Beyond aviation taxes, Doyle highlighted the fragmented and expensive UK rail network as a major barrier. He criticized the lack of integrated rail passes and the poor curation of tourist travel options, which leads to an over-concentration of visitors in London and Edinburgh while other regions miss out on economic benefits. "We end up with tourism concentrated in places like London and Edinburgh, but the rest of the economy doesn't get the benefit of it," he explained.

Heathrow Expansion: A Double-Edged Sword

Doyle also addressed the government's backing for a third runway at Heathrow Airport, warning that the proposed £33 billion expansion plan could backfire if it leads to higher airport charges for airlines. He argued that if the cost of infrastructure becomes too high, airlines may reduce their own investments in new planes and routes, ultimately stunting growth rather than promoting it. BA and other carriers have urged the government to pursue a cheaper alternative scheme for the third runway that would not burden airlines with excessive fees.

"There's an ambition on infrastructure expansion in Heathrow, but if the cost is too high, the other side of that growth, which is airlines coming in with planes and investing their capital into the sector, that may not come," Doyle cautioned. This highlights a critical tension between airport expansion and airline profitability that could shape the future of UK aviation.

Key Aviation Taxes and Their Costs

Flight Type APD Cost (per passenger)
Domestic flights £8
European departures £15
Long-haul premium economy Up to £253

Recommendations for Unlocking Growth

  • Reduce or reform Air Passenger Duty to make the UK more competitive with European neighbors.
  • Create integrated, affordable rail passes for international tourists to encourage travel beyond London and Edinburgh.
  • Pursue a cost-effective Heathrow expansion plan that does not deter airline investment.
  • Improve the overall affordability proposition for tourists to hit the 50-million-visitor target by 2030.

Frequently Asked Questions

What is Air Passenger Duty (APD) and why is it a problem?

Air Passenger Duty is a tax levied on passengers flying from UK airports. The recent 15% increase has made UK flights significantly more expensive than those in competing European destinations, deterring tourists and harming the aviation sector's contribution to economic growth.

How does the UK rail system affect tourism?

The UK's rail network is fragmented and lacks affordable tourist passes, making it difficult and expensive for visitors to travel beyond major hubs like London. This concentrates tourism in a few cities and prevents other regions from benefiting economically.

What is the UK government's target for international tourism by 2030?

The government aims to welcome 50 million international visitors annually by 2030, up from around 40 million currently. BA's CEO warns this target is unattainable without addressing the high costs of aviation taxes and rail travel.
