How to Fix FIFA: 5 Bold Reforms to Save Football's Governing Body 2026

How to fix FIFA is a pressing question for football fans worldwide, as the governing body faces mounting criticism over conflicts of interest and lack of accountability. This article explores actionable reforms to salvage football's beleaguered leadership.

Why FIFA Needs Structural Reform

FIFA's dual role as both the commercial promoter of the World Cup and the rule-maker for global football creates an inherent conflict of interest. The organization has repeatedly bent its own rules to maximize revenue, as seen in recent tournaments where suspension lengths and half-time durations were altered for entertainment value.

Experts argue that this conflict undermines the integrity of the sport. Miguel Maduro, former chair of FIFA's governance committee, notes that the current structure incentivizes commercial gain over regulatory fairness, making reform essential.

Key Reforms to Salvage FIFA

1. Split the Governing Body

Separating FIFA's commercial, regulatory, and development functions into distinct corporate entities could eliminate conflicts of interest. Each entity would operate with its own incentives, ensuring that revenue goals don't override rule enforcement.

As one insider explains, a "Chinese wall" between these entities would allow different priorities to coexist without compromising the game's integrity.

2. Introduce External Regulation

Creating an independent oversight body, similar to WADA in anti-doping, would hold FIFA accountable to governance standards. External regulation is crucial because, as Maduro puts it, "change needs to be imposed from the outside."

This new body would review FIFA's decisions, ensuring transparency and compliance with international sports law.

3. Term Limits and Democratic Elections

FIFA's leadership has historically been entrenched, with presidents serving for decades. Implementing strict term limits (e.g., two four-year terms) and democratic election processes would prevent autocratic rule and encourage fresh perspectives.

4. Financial Transparency

Publishing detailed financial reports, including sponsorship deals and member association funding, would reduce corruption. Independent audits should be mandatory and results made public to restore trust.

5. Strengthen Member Association Voting Power

Giving smaller football federations a stronger voice in decision-making would balance the influence of wealthy confederations. A weighted voting system based on development needs could ensure fairer representation.
