The new passport rules from the Home Office have left a 15-year-old British girl stranded in Rome for six weeks, highlighting serious travel disruptions for dual nationals. This case underscores the urgent need for families to understand the updated requirements before traveling.
Understanding the New Passport Rules for Dual Nationals
Since February, the Labour government has enforced a rule requiring dual British nationals to present a British passport—current or expired—or a certificate of entitlement costing £589 to re-enter the UK. Without these, travelers risk being denied boarding on flights, trains, or ferries.

How the Rule Affected a British Schoolgirl
Rowan Somerville’s daughter was refused boarding for her return flight from Italy in April. Despite appeals to the Home Office, Foreign Office, and embassy, no temporary passport was issued because she lacked a prior British passport. Her school expressed increasing concern about her prolonged absence from education, and local MP Joe Powell intervened, eventually securing an emergency travel document.
