Police Killing of Corey Ruiz Sparks Calls for Community Control 2026

The police killing of Corey Ruiz, a 38-year-old Black man in Madison, Wisconsin, has reignited urgent calls to shift power from police to communities. Bystander footage showed Ruiz, who was unhoused, being shot while already detained on the ground, despite police claiming he wielded a knife and injured an officer. The incident has sparked a national conversation about body cameras, police accountability, and the need for systemic change.

Body Cameras: A Partial Solution

More than 80% of police departments nationwide now use body cameras, yet Madison officers were not wearing them during the fatal encounter. Ruiz’s family and activists have demanded mandatory body cameras, and Madison’s mayor, Satya Rhodes-Conway, has pledged funding for them in the next city budget. However, advocates argue that body cams alone cannot prevent police violence or ensure justice.

Body cameras provide crucial evidence, but they do not address the root causes of police brutality. As one organizer noted, “Cameras don’t stop bullets; they just record them.” The focus on technology often overshadows the need for disciplinary action and community-led alternatives.

Community Control vs. Police Oversight

Local organizers in Madison are pushing for more radical reforms, including community control over policing and investments in mental health services and homelessness support. Ruiz was unhoused at the time of his death, highlighting the intersection of police violence and social inequality. Advocates say that reducing police interaction through social services is key to preventing future tragedies.

The tension escalated when the mayor sent police to dismantle a community memorial and encampment at the site of Ruiz’s death. Nearly two dozen protesters were arrested, and an altercation broke out between officers and the city’s independent police monitor. This response underscores the ongoing struggle between traditional policing and community-based safety.

Data: Body Cameras and Police Killings

Research shows mixed results on body cameras’ impact. While they increase transparency, they do not consistently reduce use-of-force incidents. The following table compares outcomes in departments with and without mandatory body cameras:

This data suggests that while body cameras improve accountability, they are not a panacea. Community-led initiatives, such as crisis response teams and restorative justice programs, show more promise in reducing police violence.

Key Takeaways

• Body cameras alone cannot prevent police killings; systemic reforms are needed.
• Community control over policing involves redirecting funds to social services.
• Police accountability requires independent oversight and meaningful consequences.
• Addressing homelessness and mental health is critical to reducing police interactions.

What Advocates Are Demanding

Invest in Community Safety

Instead of increasing police budgets, advocates call for investments in affordable housing, mental health care, and violence prevention programs. These services address the underlying issues that often lead to fatal encounters.

Hold Officers Accountable

Charges against the four officers involved in Ruiz’s death are still pending. Activists stress that without prosecution, body cameras are merely symbolic. Independent police monitors must have real authority to investigate and discipline misconduct.

Shift Power to Communities

Community control means residents have a say in policing policies and budgets. This could include civilian review boards with subpoena power and participatory budgeting for public safety.
