UK politics saw a major development today as Greater Manchester Mayor Andy Burnham announced he will review the early prisoner release policy before it takes effect. The new Sentencing Act, set to begin in September, would release hundreds of offenders early, sparking controversy and emotional reactions from victims' families.
Key Developments in the Early Release Scheme
Unlike emergency measures earlier under the Labour government—which freed tens of thousands of prisoners due to overcrowding—the new law includes no exemptions for those convicted of serious crimes, domestic abuse, or terrorism. Prime Minister Burnham confirmed that the main perpetrator in the killing of PC Andrew Harper will not be eligible for any early release. The mother of Harper, who was dragged over a mile and died from injuries, had called the potential release of two other killers an “insult”.

Defence Spending and Nato Commitments
Burnham also stated he will honour the UK’s Nato commitments, including allocating 3.5% of GDP to defence. New defence secretary Wes Streeting noted that U.S. President Trump is “right” to demand Europe shoulder more of its own defence costs, adding that “in these dangerous uncertain times, it is clear that we have needed to go further.”
Bus Fare Cap and Tax Policy
On domestic policy, Burnham insisted the £2 single bus fare cap he announced today was his own idea, after reporters asked about “bringing back Boris Johnson’s policy”. He clarified: “It was actually my policy originally as mayor of Greater Manchester, but I worked with Boris to take it national.” Regarding income tax personal allowance, Burnham said he has made “no commitment” to change it but will “look at that at the budget”.
