Andy Burnham enters Downing Street as prime minister, but his closest ally may not be in the cabinet—it's Steve Rotheram, the mayor of Liverpool city region, whom he calls his “bezzie mate.” This unique friendship could reshape regional devolution and power dynamics in UK politics, offering a fresh lens on how personal bonds influence policy and public spending.
The Bond Behind the Politics
Steve Rotheram, a former bricklayer who helped rebuild the Falklands after the 1982 war, has a strong claim to having the closest personal relationship with the incoming prime minister. He served as MP for Liverpool Walton for seven years, including a stint as parliamentary aide to Jeremy Corbyn, before convincing Burnham in 2017 to leave Westminster for mayoral roles in Manchester and Liverpool. Now, with Burnham as PM, Rotheram's influence could extend far beyond Merseyside.

Could Rotheram Return to Westminster?
Speculation swirls that mayors might be appointed to the House of Lords to make the upper chamber more representative of regions. Rotheram dismisses this as “jokey,” saying, “I’m gonna be Lord Rotheram of Kirkby, I’m going to be the tsar of such-and-such... Great, I wish someone would tell me.” At 64, he calls the mayoralty the “pinch-me privilege of my life” and has no plans to leave.
Key Takeaways on Devolution and Friendship
- Personal bonds like Burnham and Rotheram's can fast-track regional projects but must follow public money rules.
- Regional devolution gains momentum as metro mayors become key power brokers in UK politics.
- Transparency is critical to avoid accusations of favoritism, as Rotheram emphasizes: “The exact same rules are there to stop Boris Johnson feathering the nests of his mates.”
Comparison Table: Metro Mayors vs. Traditional MPs
