Councils Gain New Powers to Block Vape and Betting Shops 2026

Councils gain new powers to block vape and betting shops under plans announced by Andy Burnham, aiming to give local communities more control over their high streets. This significant policy shift could transform the retail landscape, addressing concerns about the proliferation of these businesses.

New Planning Powers for Local Authorities

The proposed measures will scrap the "aim to permit" rule in the Gambling Act 2005, which currently forces councils to approve new betting shops and adult gaming centres if they meet licensing requirements. Instead, local authorities will have the discretion to reject applications based on local needs and community impact.

Vape shops will also be subject to planning permission, closing a loophole that allows them to open without specific consent. This change is expected to be fast-tracked, with a six-week consultation and implementation by early 2027.

Why This Matters for High Streets

High streets across the UK have seen a decline in traditional retail, while vape and betting shops have expanded. Burnham argues that communities should have a say in the mix of businesses, ensuring high streets serve local residents effectively.

The move builds on earlier reforms by Keir Starmer, which allowed councils to consider the number of existing gambling premises but stopped short of removing the 'aim to permit' rule. Burnham's approach goes further, giving councils outright power to refuse new applications.

Impact on Local Communities

Local residents have expressed concerns about the concentration of vape and betting shops, which they see as symbols of high street decline. The new powers will allow communities to shape their local areas, potentially attracting more diverse businesses.

Burnham's premiership has focused on tangible changes, and this policy is a clear example. By giving councils more control, the government aims to restore confidence in local planning systems and improve the quality of high street environments.
