In the future, smoking will be prohibited on beaches, in parks, public gardens, at schools, bus stops and at sports facilities. The government is therefore relying on a regulation that is intended to significantly expand protection for non-smokers.
The measure is primarily aimed at protecting children from passive smoking and making smoking less attractive overall. “My goal is simple and at the same time extremely ambitious: We want to ensure that the children born in 2025 are the first smoke-free generation,” said Health Minister Catherine Vautrin to the newspaper “Ouest France”, as reported by BILD, among others.

Violations of the new ban will be punished with a fine of 135 euros. The municipal police are responsible for monitoring the regulation. Many French municipalities had already imposed similar smoking bans on their own initiative. The new regulation is intended to create a uniform nationwide framework. According to Vautrin, the ban does not affect outdoor areas of cafés or smoking e-cigarettes.

The minister referred to the dramatic consequences of smoking: “Every year one in 10 deaths can be attributed to smoking.” In France, 75,000 people die every year as a result of tobacco consumption - that corresponds to over 200 deaths per day. “It is the leading preventable cause of death.” In addition, lung cancer in particular causes enormous suffering. According to the minister, the economic costs of cancer amount to around 150 billion euros annually.

The exact extent of the smoke-free area around schools has not yet been finally regulated. According to Vautrin, this is currently still being defined. The aim is to prevent students from leaving the school grounds to smoke and smoking directly in front of the entrance. Despite the restrictions, Vautrin emphasizes that individual freedom will not be abolished: "You can smoke at home and in permitted areas. Freedom to smoke ends where children's right to clean air begins."
According to the minister, she cannot accept preventable diseases. It has been proven that prevention can significantly reduce the risk. A decline is already visible: in 2023, 15.6 percent of 17-year-olds said they smoked regularly - ten years ago this figure was twice as high.
