Canadian Government Urged to Block Thomson Reuters ICE Deal 2026

The Canadian government urged to block Thomson Reuters data deal with US Immigration and Customs Enforcement (ICE) has sparked fierce debate across political and civil rights circles. Avi Lewis, leader of Canada's New Democratic Party, called on Prime Minister Mark Carney's administration to halt the $125 million contract, citing serious privacy and human rights implications.

Background of the Deal

Thomson Reuters, a Canadian-owned media and technology conglomerate, has held contracts with ICE since 2015, providing access to its Clear database, which aggregates property records, social media activity, and geolocation data. The new agreement explicitly authorizes ICE to use the system for identifying alleged voter fraud and immigration fraud, marking a significant escalation in the partnership.

Details of the $125m Contract

Procurement documents obtained by 404 Media reveal that Thomson Reuters claims it is the only company offering ICE continuous monitoring of millions of individuals. Critics argue such surveillance enables racial profiling and facilitates human rights abuses, especially given the Trump administration's false claims about election integrity.

Political Reactions

Avi Lewis stated, "My blood ran cold when I read about this development. Complicity between Canadian corporations and ICE should absolutely be illegal." The NDP demands Ottawa not only block this deal but also restrict all Canadian firms from doing business with ICE. Election officials across party lines have denounced the administration's voter fraud narratives as baseless.

Data Privacy Concerns

Privacy advocates warn that the Clear database's scope—incorporating social media, financial records, and location tracking—poses grave risks to civil liberties. The contract permits ICE to target noncitizens and citizens alike, raising constitutional questions about unwarranted surveillance and due process violations.
