Arepa pelúa is one of the most beloved arepas in Venezuela, and the moment you bite into one you understand why. Tender shredded beef, cooked low and slow until it practically falls apart, gets tucked into a warm corn cake along with a generous handful of melted yellow cheese. The contrast between the savory, saucy meat and the gooey cheese is simply irresistible.
This is a dish made for a leisurely afternoon. The beef braises for a couple of hours with peppers, onion, garlic and warm spices until it is deeply flavorful, then it is shredded and folded back into its own reduced sauce. While the filling simmers, you mix and shape the arepa dough, which comes together in minutes with precooked corn flour and warm water.
Serve these arepas hot off the pan, split open and stuffed generously. They make a hearty main course for eight, perfect for a family meal or a weekend gathering when you want something comforting and full of flavor.

Ingredients for Arepa Pelúa
This recipe makes 8 arepas, enough for 8 servings as a main course.
- 500 g beef flank steak
- 3 tablespoons olive oil
- Half a red bell pepper, chopped
- 1 onion, chopped
- 3 garlic cloves
- 2 bay leaves
- Half a teaspoon dried cilantro
- Half a teaspoon ground cumin
- Half a teaspoon sweet or hot paprika
- Salt
- Ground black pepper
- 1 liter beef broth
- 8 handfuls grated yellow cheese (gouda, cheddar, or similar)
- 400 g precooked corn flour
- 500 ml warm water
- 1 teaspoon salt

How to Make Arepa Pelúa Step by Step
1. Sear the Beef
To prepare this recipe, we are going to cook the beef, or res as it is called in Venezuela, in the traditional way, simmering it slowly with sautéed vegetables until it is tender enough to shred perfectly. Heat a skillet over medium-high heat greased with 1 tablespoon of olive oil and sear the 500 g of beef flank steak on both sides, then set it aside.

2. Sauté the Vegetables and Spices
In the same skillet, heat 2 tablespoons of olive oil and sauté half a chopped red bell pepper, 1 chopped onion, 3 garlic cloves, 2 bay leaves, half a teaspoon of dried cilantro, half a teaspoon of ground cumin, half a teaspoon of sweet or hot paprika, salt and ground black pepper. Cook these ingredients until the pepper and onion are soft and translucent.

3. Braise the Beef in Broth
Return the seared beef to the skillet and pour in 1 liter of beef broth. Lower the heat to the minimum and cook the beef for 2 hours, until the sauce has reduced and the beef is tender.

4. Shred the Beef
Remove the beef from the skillet and shred it using two forks or your fingers, whichever is easier for you.

5. Blend the Sauce
Blend the vegetables cooked with the beef until you get a very smooth sauce.

6. Reduce the Sauce
Return the sauce to the skillet and let it reduce over low heat for about 30 minutes, until it is well reduced and thick.

7. Mix the Beef with the Sauce
Stir in the shredded beef and mix it well with the sauce. Set aside.

8. Make the Arepa Dough
Now continue preparing the arepas. Place 400 g of precooked corn flour, 500 ml of warm water and 1 teaspoon of salt in a bowl. Mix well until you have a moist, firm dough that does not crack. If needed, add a little more water in small batches so you do not overdo it.

9. Divide and Shape the Dough
Divide the dough into 8 equal portions and roll them lightly into balls.

10. Flatten the Arepas
Flatten each portion of dough between two sheets of parchment paper, leaving them about 10 cm in diameter, and set them aside covered so they do not dry out.

11. Cook the Arepas
Heat a skillet over medium heat and cook the arepas on both sides until golden. Cook them carefully and without rushing so they are not raw inside.

12. Fill the Arepas
Once all the arepas are cooked, cut them in half without going all the way through, to fill them, and stuff them with the shredded beef and a good handful of grated cheese per arepa. If necessary, warm the beef slightly before putting it inside the arepa.

13. Serve the Arepas
Serve these delicious arepas pelúas freshly made so you can enjoy them at their very best.

Tips for the Best Arepa Pelúa
Choose the Right Cheese
The typical cheese for filling this arepa is Venezuelan yellow cheese, though since it is not always easy to find outside Venezuela, you can substitute another yellow cheese such as gouda, cheddar, or any other cheese that is compact and melts well.
Keep the Dough Moist but Firm
The arepa dough should be moist and firm without cracking. Add extra water only in small batches if the dough feels dry, and keep the shaped arepas covered so they do not dry out before they hit the pan.
Cook the Arepas Without Rushing
Cook the arepas over medium heat and be patient, turning them until they are golden on both sides. Rushing this step can leave them raw in the middle, which ruins the texture of the final dish.
