Tacos gobernador are one of those Mexican dishes that feel like a celebration and come together on a weeknight. Juicy shrimp and vegetables simmer in a buttery tomato sofrito, then get folded into corn tortillas with plenty of melting cheese and a shower of fresh cilantro.
What sets them apart from a regular shrimp taco is the final step: once filled and folded, each taco is browned on a hot griddle with butter until the cheese melts and the tortilla turns golden and crisp. That makes them a close cousin of the quesadilla, and every bit as irresistible.
We keep the filling simple and honest, with onion, garlic, green pepper, tomato, jalapeño and oregano. Serve them hot, straight off the griddle, and let everyone grab their own.

Ingredients for Tacos Gobernador
This makes 4 servings.
- 400 g shrimp (or large prawns)
- Salt
- Ground black pepper
- 125 g onion
- 1 garlic clove
- 80 g green bell pepper
- 400 g tomatoes
- 1 fresh jalapeño chile
- 20 g butter
- 1 tablespoon olive oil
- 1 teaspoon oregano
- 8 corn tortillas
- 150 g shredded mozzarella cheese
- A few sprigs of cilantro

How to Make Tacos Gobernador Step by Step
1. Peel, cut and season the shrimp
Peel 400 g of shrimp, remove the digestive tract and cut them into bite-sized pieces. Then season them with salt and ground black pepper.

2. Chop the vegetables and chile
Finely chop 125 g of onion and 1 garlic clove, and cut 80 g of green bell pepper, 400 g of tomatoes with the seeds discarded and 1 fresh jalapeño chile with the seeds and inner veins removed into very small dice.

3. Sauté the onion, pepper and chile
Place a skillet over medium-high heat with 15 g of butter, and once the butter melts, add 1 tablespoon of olive oil and stir in the onion, green pepper and jalapeño chile. Mix well, add salt and cook for about 5 minutes.

4. Add the garlic, tomato and oregano
Next, add the garlic and cook it for a few moments, then stir in the tomato. Mix well, add salt, ground black pepper and 1 teaspoon of oregano, and cook for about 5-6 minutes until the tomato water reduces.

5. Cook the shrimp
Then add the shrimp, mix them well with the rest and cook for a couple of minutes until they change color. Turn off the heat and the filling for the tacos gobernador is ready.

6. Assemble the tacos
Now build the 8 tacos gobernador in the 8 corn tortillas, one at a time or two at a time depending on the size of your skillet. To do this, first melt 5 g of butter on a griddle or nonstick skillet over medium-high heat, then place the tortilla and add a little of the shredded mozzarella cheese on top. Spoon a couple of tablespoons of the filling onto half of the tortilla and sprinkle chopped cilantro over it.

7. Fold and brown the tacos
Fold the tortilla in half and let it brown for a couple of minutes, or until the cheese melts. Optionally, you can flip the taco if you want the tortilla to brown on the other side.

8. Serve
Repeat the same process with all the tacos you are going to prepare and serve immediately.

Tips for the Best Tacos Gobernador
Choose the right chile and cheese
Because chile poblano is hard to find in Spain, we replace it with green bell pepper along with a jalapeño chile. As for the cheese used for tacos gobernador, the traditional choice in Mexico is Oaxaca or Chihuahua cheese, but as with the poblano, those are not easy to find in Spain, so we substitute shredded mozzarella, though any good melting cheese would work.
Don't skip the final browning
What makes tacos gobernador special is that once assembled, they are browned in a skillet with butter until the cheese melts, which also gives them a certain resemblance to quesadillas. The result is tacos full of flavor, very tender and juicy, that will surely delight your guests.
Serve them right away
These tacos are at their best hot off the griddle, while the cheese is still stretchy and the tortilla is crisp at the edges. If you are cooking for a crowd, work in batches and keep the finished tacos warm in a low oven.
